Suppose the points $F_{1},F_{2}$ are the left and right focii of the ellipse $\frac{x^2}{16}+ \frac{y^2}{4} =1 $ respectively. The point $P$ is on the line $l: x - \sqrt{3}y +8 + 2\sqrt{3} = 0. $ When $\angle F_{1}PF_{2} $ reaches maximum, then find the value of $\frac{|PF_{1}|}{|PF_{2}|}.$
